in your opinion (and please go on and on but be realistic) how can we possibly get countries who are big producers of air pollution to lower their pollution emissions?

Factories can use a number of air pollution control technologies such as Electrostatic precipitators and bag houses or filters for PM control, low NOx burners, staged combustion, fuel gas recirculation, and both selective and non-selective catalytic reduction to reduce emissions from combustion.
