Yes, that is true because, the more going on the more the person can get confused and distracted. that's why most individuals have one learning pattern at a time, and tend to focus on one thing at a time, in order to keep their mind stress free, and their full attention on one thing at a time. 

The shaping always moves forward. even if the progress breaks down you have to take a step back before moving forward again but there is no such thing as backward shaping
