Yes! Music is a language, because you can SPEAK in music. First of all, you can speak in this language all you have to do is sing, or play the music. Well, this is also a language because you can say words while your doing your music. Such as on musicals! They are singing, but saying words. Take (I don't know a random musical.) they sing! They tell you whats happening.

Music is a language because

sometimes western music will also use solfege. the names of these are do ra me fa sol la si (or ti) and do.

to indicate a note a half step higher or lower then the original note, you would say c # (for a half a step above c) or bb (for half a step below b)
