If Democracy is defined as the participation of all citizens in the determination of political affairs, then the United States is formally democratic, but it is not, because the political affairs of the United States are decided by a very small number of rich people. In fact, because of the current ideological differences in the United States, the meaning of "democracy" has been debated by Liberals and conservatives. Behind it, of course, are differences of power and interest.
