Why does ice stay at tge top of oceans instead of sinking to the bottom?

Because since the water is ocean water and it’s impure, the impure water freezes at the top while the “clean” water is at the bottom.

Ice is less dense than water.

Ice is less dense than water because of the hydrogen bonds. In solid form, the hydrogen bonds orient themselves in such a way that the molecules are further apart, lowering the density of ice.
