For sex-linked disorders like hemophilia, males are far more at risk for them than females. Why? Because most sex-linked disorders are on the X chromosome. Females have two, so unless they're heterozygous and the disorder is dominant, or they're homozygous for the recessive trait (or the dominant trait), they won't express the disorder. Males only have one X chromosome, for the most part, so if that one X chromosome has the disorder, they will express it. So it is possible for females to have hemophilia, but it is unlikely. Males cannot be carriers because they only have one X chromosome- they either have the disorder or they do not.
