The power to amend the constitution is vested in the legislative branch of the United States government. The legislative branches are made up of both the House of Representatives and the Senate called congress. To amend the constitution of the United States, Article Five of the constitutions simply defines the procedure to be taken before the amendment can take place. Under the Article Five, the procedure to amend the constitution is to propose an amendment and to ratify it.  

The congress may propose amendments with two-third votes by both the House of Representatives and the senate, such amendments is proposed in a joint session or by a constitutional convention  called for, by two-third of the state legislatures.

The president of the United States does not have any constitutional roles in the amendment of the constitution, therefore such proposal have nothing to do with the president either for approval or signature.  

The three-fourth of the states, which is 38 of 50 states ratify the proposed amendment and it becomes part of the constitution.

Therefore, the constitution can only be amended by the congress and send to state legislatures for ratification.
