Yes. Scientific laws are established statements, based on repeated experiments or observation of a particular scenario or natural events while a science theory are events or explanation of the natural world that can be repeatedly tested and verified using scientific method. That is, for it to be a Scientific Theory we must be able to test and verify it using scientific methods and for it to be a Scientific Law it must have been tested and verified repeatedly using scientific methods. for  example, forests have higher evapotranspiration than other ecosystems,  such  as grasslands, because of their deeper roots and greater leaf area. thus forests have a net moistening effect on the atmosphere and become a moisture source for downwind ecosystems.
