You borrow a "black light" which is an ultraviolet light.
You wait until some of your Cheetos are missing.
You drag your little brother into your bedroom, turn off all the lights and turn on the ultraviolet light and aim it at your brother.

Step 3: You found that:
There was an orange glow around your brother's mouth and on his fingers.
