Explain how environmental planners and environmental engineers can work to solve the problem in the following scenario. A river runs by an industrial farm and deposits into a large lake. Local environmental officials have noted that very few water organisms can survive in this lake. They blame the industrial farm for allowing its chemical fertilizer to run off into the river and create a dead zone at the mouth of the river. The industrial farm is notorious for its poor sustainability practices, and the officials and local residents want the farm to change.
