From the given evidences it is very clear that Bill was the guilty of the Dr. Fisher's murder.  

1) Bill bombed his own house by bombing to conceal all available evidence that police can find and catch the Bill. If he left his house and his properties as it is, forensic team can find the evidences.

2) In the blast radius, electronic devices, electrical components, and trace of elements which were used in the bomb, can be seen. They can be evidences to catch the murderer.

3) This incident totally modifies the theory on Dr. Fisher's murder. Earlier  Lucy was the key suspect of the crime. But later, the same type of bullets (0.38) caliber used in the explosion and Dr. Fisher's murder was same.

Therefore, from the given evidences it is very clear that Bill was the guilty of the Dr. Fisher's murder.

Explanation:

1) Bill decimated his own house by bombing it because he believed that it would conceal or eliminate all available evidence which would lead to the police catching him. If he left his house and his properties intact, the police through forensic investigation might be able to trace him. He didn't want this so he blew up his own house along with everything in it that is associated with him.

2) Given that bill bought all the electronic devices which were used in the bomb, it would make sense to look out for shreds of electrical components as well as other residues that are chemical in nature. Nano elements of chemicals can be matched signature for signature. Where the chemical signature on the blast site is consistent with any of the properties found on Bill then it can be established as evidence that Bill was involved in the bombing.

3) This incident totally modifies my theory on Dr. Fisher's murder. I had looked at Lucy as the possible suspect for the crime. However, given that the same type of bullets -  .38 caliber that was found at the explosion crime scene are the exact type that was found at the Dr. Fisher crime scene, I have strong reasons to change my view.
