This is because (especially for completely submerged water plants), light does not penetrate as deeply into water, leaving the plant with less light energy to photosynthesize. Water-based plants often have roots that either dig into the soil if they are found at the ocean floor, or hang freely in the water if they float on water surfaces. Unlike land-based plants, water plants, especially those that are fully submerged, take in dissolved carbon dioxide and oxygen gas in the water instead of from the air and atmosphere. The stomata of water-based plants are often found on the upper side of their leaves, in order to have better access to atmospheric oxygen and carbon dioxide.
