Mitochondria produce atp, a high energy compound. atp is used for all sorts of enzyme-mediated reactions, such as making proteins/nucleotides/etc, certain compounds cross the cell membrane, muscles move, etc.  without this source of energy, a cell will die. it will not be able to repair itself, defend against pathogens, etc.

Amutation is basically the change in the gene, caused by alteration of single based units in the dna, or the genes or chromosomes were rearranged in the dna

It's either -limiting factors or -scarce resources but i'd go with my first answer since the food and water are abundant they really aren't scarce
