Why is there no single set of steps in the scientific method?

Because there are no set steps anyway. 

The scientific method is a method, a way to approach problems and a way of defining how one can think clearly and make a definitive, comparative test to acquire information to lead towards a conclusion, not a set of rules. 

It is even possible to go on holiday scientifically, as long as you change only one variable from year to year. We found that taking our children with us to Venice in 2009 was less romantic than going on our own in 2008, only one variable was changed, and the result was different and measurable.
