It is true that first time parents are usually concerned about red dots on their infant's face and neck. The nurse should tell these new parents it is quite normal for newborn's skin to have these red dots and these red dots are normally harmless and usually disappear after a few weeks.   
Common rashes or red spots on newborn babies are believed to be due to exposure in the womb to maternal hormones. These new born rashes are believed to be normal and would normally disappear after a few weeks on their own.
