BIG POINTS If all sigma bonds can rotate freely

(which I understand bc the electron density lies within the axis where pi bonds cannot/are very rare and difficult to rotate bc of the electron density lying below and above the axis)

Can sigma bonds in a cyclic structure still rotate freely?

example in the photo.

Can there be a rotation between the C-3 and C-4 even though they both lie in the cyclic structure?
