He called them posive and negative charges analogous to positive and negative numbers because when negative numbers are added with the negative number we get a larger negative numbers and vice versa. So it means that every object that we can observe contain charge but of both kinds in same quantity so we call them neutral . so answer to that question would be that it has charge because charge is the fundamental property of particles but it has both +ve and -ve charges equal in magnitude so not any net charge is there on neutron it is in equilibrium.
