Define a function load_change_save(infile, outfile) that loads the data from an input file using loadtxt, changes the data by multiplying every value by 3 using array operations, and saves the resulting array into a file using savetxt. The infile will always have the same format (the format of random_grades. csv) and will always be a csv file. The outfile will only contain the values represented as numbers (not in scientific notation). The function not return or print anything. NOTE: Including fmt
