Write a Python function diff_dict() that takes two dictionaries as parameters, and returns a new dictionary containing the difference between two dictionaries. The rules for addition into the new dictionary are as follows: Include keys (and their corresponding values) that occur in one but not both of the dictionaries. If any key is in both original dictionaries, it does not appear in the new dictionary.
