You are referring to the novel Gulliver's Travels, by the Irish writer Jonathan Swift. In this work we are introduced to Gulliver, an English navigator, a Marcopolo species, travels to other lands in search of adventure. In his travels there is always some unforeseen (wreckage, kidnapping ...) that leads him to strange lands. In these countries, Gulliver comes into contact with people who are totally different from all he knows, for they have very different standards of conduct, distinct physiology, and, above all, very different policies.

In one of these adventures, we see Gulliver deliver a letter from the king of Luggnagg (an island he had already visited) to the Emperor of Japan. After delivering this letter, the Japanese magistrates give Gulliver chariots and servants in the name of friendship between Japan and Luggnagg

"When I disembarked, I showed the customs officers my letter of recommendation signed by the king of Luggnagg to his imperial majesty.

They knew perfectly well the royal seal, it was as big as the palm of my hand. The print featured a king raising a lame beggar from the ground. The magistrates of the city, on hearing of the letter which he had, received me as minister of state.

They put at my disposal carriages and servants, and paid my expenses to Yedo, where I was received for an audience, and I delivered my letter, which was opened with great ceremony, and translated to the Emperor by an interpreter, who then brought me the news, by order of his majesty, "that I should assert my rights, and whatever they were, would be heeded, in the name of his royal friendship to his brother Luggnagg."
