What is the dangerous possibility redarding indivdualism in a democratic society?

If everybody in a true democratic society only voted for things that affected them then they won't think about anybody else's needs and when people are only thinking about themselves then they will never vote for the bill that says that the unemployed need to work because it doesn't affect them.
