Roosevelt during World War 2 in year 1942 and this executive order gave authority of the United States secretary of war along with his commanders and those powers were to prescribe ‘military areas’ in such places which he or his ‘military commanders’ may determine. There was no specific location or a group that was mentioned in this order but was applied to the entire Japanese American population which used to live in the western Coast of United States.  

His executive order gave power to his secretary of war and commanders to search and seize any place they want or anyone they want and this order specifically targeted Japanese Americans because Americans were suspicious of them after attack on ‘pearl harbour’.
