I would say the answer is that you should introduce the narrator, reveal the setting, introduce the main characters, and set the tone for the story.

Establish rising action might also be one, but some save it for later in the narrative.

From my writing experience those are usally what I would do. Plus you wouldn't want to reveal or spoil anything for the reader.
