Personally, I would start off by talking to a few people who have a constant tardy. Figure out why they are tardy as much as they are. Once that is figured out I'd brainstorm a bunch of ideas that might help the problem or problems that are apparent. From there I'd figure out which ones would most likely help the situation. Then I'd submit my work to the teacher... that's just how I would do it though.
