Most people don't think about getting involved with the pursue of power in politics and they don't really care for politics much, as long as they feel like their lives is at least ok. If the government does enough to avoid upsetting the people, they'll rarely take an action against the government. People also have gotten used to the idea that the government will provide certain rights to them and one of them is protection by law enforcement.
