Why can a ‘friend’ on social media sites, not really be considered a true friend? what are ‘hidden rules’ for building relationships with people online?

statement:
if it’s a friend on social media that you don’t know, then it is safer not to accept the friend request. if it’s a person that you do know, then it is ok to accept the friend request. it is just safer to accept follow requests to friends that you know over social media. the hidden rules of building relationships over social media is building friendships and getting to know the person before starting to message them over any social media. if you don’t know the person who is trying to friend you on social media, then it’s better not to friend them.

do you agree with this statement? why or why not?
