I believe it's C. I believe that it's C because these can't be laws or mandatory rules. These are more like ideals that the employer hopes you follow. Each person is different making it a code of ethics with guidelines based on ideals.

I always could be wrong but this is just what I think is the answer and it's my way of justifying my choice.
