pan is the god of music and nature and is connected with spring. the poem has all of those things inside of it so it connects with pan well. the balloon man is like pan because he makes friends and symbolizes spring in a way.
the poet created a new character type by using the balloon man as a center-point in the poem. the balloon man makes the children happy when he whistles because this means that spring is around and he is out. the balloon man is also an original character because he makes his presence known in a different way by whistling.
