Kipling says that the east and west are so radically different that their people can't possibly understand one another? do you agree or disagree? why?

i'm trying to a friend out and i think that she is supposed to have read stories to answer this question but based on how much she's asked me to her with the question, she hasnt lol. i think she's doing some online school so if you go to an online school and this question seems familiar, can you give me a few pointers to pass on to her? she didnt clarify what this was for and so i dont wanna give her a straight up finished answer, i just wanna give her tips on what to write : p
