In machiavelli's, the prince, if cruelty (more than anything else) evokes fear in the populace (the prince’s subjects) and compassion elicits love, why must the prince “want to have a reputation for compassion rather than for cruelty,” yet nonetheless “be careful that he does not make bad use of compassion,” and be ready whenever necessary to “use cruelty well”?
