I believe the character that looks up to Bilbo the most at the end of the book is Gandalf.

In J. R. R. Tolkien's book "The Hobbit", the character Bilbo undergoes great transformation after heading out on a quest with Gandalf and others. Bilbo, who was quite timid and self-absorbed, begins to fully understand and appreciate what life is all about. Although he was already compassionate and generous, these qualities are further developed throughout the book. He also finds courage and an understanding of what truly matters. Gandalf, the wizard, is the one who notices this change:

Gandalf looked at him. "My dear Bilbo!" he said. "Something is the matter with you! You are not the hobbit that you were. "

At the end of the book, Gandalf expresses his admiration for Bilbo while, at the same time, he explains Bilbo should not regard himself with arrogance. Bilbo responds with wit and humility:

"[...] You are a very fine person, Mr. Baggins, and I am very fond of you; but you are only quite a little fellow in a wide world after all!"
