Keith Nolan excelled in the Army Reserve Officers' Training Corps (ROTC) program. He hoped it would help him
become an Army officer. But the military requires that all soldiers pass a hearing test. Nolan is deaf and therefore
Ineligible for military service. At the end of the ROTC program, the cadet had to turn in his uniform while others in
the program were promoted into the Army. But Nolan is determined to change the rule that prevents people who
are deaf from serving. He hopes to achieve his lifetime dream of working in military Intelligence. The tenacious
29-year-old is urging Congress to pass a bill that would allow people who are deaf to enlist in the military.
