In some places, you want to have it to put emphasis on a word, like if your neighbor was using a jackhammer at 5 in the morning, instead of saying "it was loud", you could say "It was quite loud" if you just say loud, it makes it sound lie you heard it, but it didnt bother you, saying"quite" modify's the word a little, and tells the person that it was definitely noticeable, maybe even to an annoying level. So in some places, it is a good idea to have. Russ and Jack both work at the store. Russ keeps telling jack what to do, but Russ in inferior to jack. Saying Russ is quite inferior tells us that he is definitely below jack. Saying quite gets rid of any doubt. btw, you could use synonyms of quite like very, really, extremely, utterly, etc. Words liek those sound a little more formal than saying so or super.
