Lincoln wanted to emphasize people's connection with the government because if the government works without the involvement or support of the people, it will never be able to achieve its goals and targets. there are previous nations who have failed to achieve their goals due to this blunder. Take for instance Germany during the dictatorship of Adolf Hitler which had lost and failed to achieve its goals due to its method of governance which was discriminative toward the majority of the German population, hence made the people to not cooperate with the government, which led to the downfall of Hitler's  government.
