Federal government has the overall say so for all states. They control trade not only between states but also between other countries, they print money and create national coins, and they create federal laws. The appropriate balance of power is when states can control their own state within the ruling of federal government. This is appropriate because it allows states to do what is best for their own State's need without going completely overboard or breaking federal law (hence why they still need the ruling of federal government) Concurrent powers between federal and state power is also appropriate too.
