The author of this poem seems to be talking about a horse but it's actually talking about a train. She describes the ride this train makes but when you're reading you feel she's talking about a horse because of the words she uses. In this poem, the first person is used in the first sentence "I like to see it lap the miles" because it is said that she's talking about how technology (the train) appeared and affected the place where she lived, also considered as progress.
