What does President Snow mean when he says, “Hope, it is the only thing stronger than fear.”?

if you hope then you will never be afraid

hope is the strongest thing ... next to courage but if you hope for a game you get a game , if you hope for a puppy you get a puppy  hope is like wishing  but even better cuz it works better
