Drug use by minors and adults is harmful to society and societal structure due to the fact that impairment of judgment causes legal issues, bodily harm requires medical attention and therefor is costly, and use of drugs around impressionable people will perpetuate usage since comprehensive drug education is not accessible.

It could be improved like this ..

In the real world back then and even today, drug use is getting more inhumain for the society.
