Which two words in this passage are strong verbs? Most people nowadays believe that TV is a bad influence on children and teenagers. They want to ban TV for kids completely. But can we really place the blame on TV alone?

Parents are responsible for monitoring the content their kids watch. There are systems like parental locks which ensure that young viewers have access to only certain TV channels. But not all parents use these systems consistently. Besides, there are a lot of TV programs that boost a child's mental development. Should we ban those as well?
