The reason for this is blaintly because people are selfish. Sorry to put it that way but it's true. If you say "It's not them being selfish, it's them not being accounted for", that still is selfish in my opinion. If sed homeless person doesn't have a family to account for them, then they should make it their responsibility to try and account for as many of the homeless as possible...
