They want everyone to know how important the future generations are to them so they capitalized it to imply the importance. "In order to form a more perfect union, establish Justice, insure domestic Tranquility" is implying that they want the future generation to live peaceful, freely and happy. 

The word "Posterity" refers to all the people of the future generation. The posterity can be the grand-children or great-grand-children for whom you save something.
