How does the setting affect the plot and the characters?

The setting can affect the plot and characters in many different ways (depending on the story).

A dystopian setting/society would most likely have a plot that has people trying to overcome the hardships of what they are going through.  The characters will probably have had suffered a lot in their life and not be content with where they are at in life.

There are many examples that can be existed like this.  It all depends on what youre reading
