Is the "freedom from fear" a concern for both men and women equally? compare and contrast both speeches to answer this question

In 1941, Franklin D. Roosevelt discussed about the Four Freedoms, one of which is the “freedom from fear”. True to his speech he said the following lines:

 "The fourth is freedom from fear, which, translated into world terms, means a worldwide reduction of armaments to such a point and in such a thorough fashion that no nation will be in a position to commit an act of physical aggression against any neighbor—anywhere in the world."

Perhaps the true concept of  "freedom from fear" has changed. 

On his speech, it is the reduction of weapons of war, when compared to Obama’s speech, freedom from fear means being allies with a strong country, exchanging of intelligence and training of weapons, to being prepared to take the offensive in the event of war.
