Cain's resentment towards the fact that his brother Abel was God's favorite out of the two of them is strong enough for him to commit two sins. Not only did he kill his brother but, on being questioned by God Himself, Cain refused to give Him a direct and honest answer. The petulance in his response shows no remorse for what he has done.

the central idea is basically saying that juveniles that have committed a crime will not have the same consequences as the   adults that have. they will have a softer punishment than what the adults have that is harsh in some ways.
