If capital city wants to support homeless citizens, it needs to start by creating more job opportunities for all its citizens. that means not to enable the homeless by giving them handouts, this means taking a hard line and increasing the penalties for vagrancy.
vagrancy is caused when homeless people feel like there is nothing left for them to do but panhandle. vagrancy then hurts local businesses that depend on customers who may not want to frequent a place that has homeless people loitering in the front of said businesses. it’s not a problem of an “eye sore” for the city (there are already many physical eye sores). jobs create a sense of purpose and accomplishment. there’s nothing like getting a check for money that you’ve earned when “pay day” arrives.
