Based on this sentence from the first paragraph, why does hamilton think a stronger government is necessary?

The excerpt from the Federalist paper N.1. The papers that continued to 85 showed the relevance of the constitution against raised objections. In the excerpt Hamilton emphasizes the union of the government as a core principle    for the strength. The idea encompasses everything from safety and welfare to its future. The unity is a symbol of strong governance supported with the constitution and without it government cannot continue in harmony. The correct answer is the last option.  

the black night was split open like the coconut

it says that it was totally black in the mind of a person but suddenly his mind opened like a coconut with the sweetness of the coconut water and the white color inside it.
