On Tammany's record of proved corruption, on Tammany's record of government by graft, by intimidation and by blackmail, a city that respects law and liberty and public integrity would have arisen practically unanimously to destroy the most sordid and venal political organization known to American institutions. No such verdict can be found in the election returns. Tammany has been beaten, but with unlimited corporation money and influence behind it, when a quarter of a million voters cast their ballots for Tammany's candidate, these ballots are a shocking manifestation of popular indifference to honest and decency in government.

The author of this passage clearly feels let down by the voters who chose Tammany's candidate.
