Why is it difficult to establish a 'normal' in regard to mental health and behavior?

I believe that a 'normal' for mental health is hard to establish because everyone is different. There are certain characteristics for mental disorders and behavior. But everyone responds different, each person copes and responds to stress-related incidents and stimulants different
