Some people have freedom to choose where they want to live whereas some people don't. Given freedom, people would choose to live where their budget goes hand in hand. Given freedom plus money, they would live in a well-dwelling area of their state. But reality strucks. People live where they have all facilities that they can afford. Rich people live in Washington while their poorer counterparts live in Indiana.
