It's not Gopeshwar, It's Gopishwar. Gopishwar is a compound of two words Gopi(Cowherdess) and Ishwar(God). So Gopishwar means God who is Gopi. Just as shiva has another name Ardhnarishwar which is a compound of two words Ardhnari(half women) and Ishwar(God) So Ardhnarishwar means God who is Ardhnari, not the God of Ardhnari as Shiva is Ardhnari himself, no other God is Ardhnari.

As you can see in the above picture, on the entrance gate of the temple Gopishwar is written not Gopeshwar

The form of the Gopishwar form of Shiva cannot be found in any ancient authentic scriptures. The shrine of Shiva as Gopishwar in Vrindavan was hardly made in the last of the 19th century. To make this temple famous, the temple priests propagated a hypothetical story of Shiva becoming Gopi.
